New Proposal of Resolution: World Assembly Court of Justice

To sustain world peace I have proposed a resolution to establish a World Assembly Court of Justice which main task it to deal with international (between two or more states) legal issues. Support this resolution and another resolution will be proposed as to the fashion it wil operate.

The World Assembly Court of Justice shall be the principal judicial organ of the World Assembly. It shall function in accordance with the Statute (to be proposed in the future).


Article 1
1. All Members of the World Assembly are ipso facto parties to the Statute of the World Assembly Court of Justice.
2. A state which is not a Member of the World Assembly may become a party to the Statute of the World Assembly Court of Justice on conditions to be determined in each case by World Assembly Court of Justice.
Article 2
1. Each Member of the World Assembly undertakes to comply with the decision of the World Assembly Court of Justice in any case to which it is a party.
2. If any party to a case fails to perform the obligations incumbent upon it under a judgment rendered by the Court, the other party may have recourse to the World Assembly, which may, if it deems necessary, make recommendations or decide upon measures to be taken to give effect to the judgment, through a resolution in which the WA Delegates decide. Quorum is reached by majority of votes.
Article 3
Nothing in the present Resolution shall prevent Members of the World Assembly from entrusting the solution of their differences to other tribunals by virtue of agreements already in existence or which may be concluded in the future.

Article 4
1. The World Assembly may request the World Assembly Court of Justice to give an advisory opinion on any legal question.
2. Other organs of the World Assembly and specialized agencies, which may at any time be so authorized by the World Assembly, may also request advisory opinions of the Court on legal questions arising within the scope of their activities.

Support this resolution and another resolution will be proposed as to the fashion it wil operate.That sounds like a House of Cards problem to me. Go back, read the Rules (http://forums.jolt.co.uk/showthread.php?t=420465) and for God's sake, post it in the forum before submitting it.

Also 2.2 sounds like it has serious metagaming (or game mechanics? I confuse the two) problems to be ironed out.
