It is absolutely correct to post your proposals to this forum for review and approvals. One thread only per proposal, please.
As for advertising it within the game, it's a little stricter. See the section on WA Advertising Spam in this thread (http://forums.jolt.co.uk/showpost.php?p=8784627&postcount=2).
