Artificial Intelligence Rights

Due to my lack of delegation votes, I cannot submit it here. I would appreciate it if someone voted me for delegation so that I may submit this proposal.

UNDER Human Rights AND Significant

As many nations within the WA have progressed technologically whereas computer programs that share human characteristics are being created, it is inevitable that emotions and critical thinking will be implemented. Due to their intentional design to resemble and think like humans, a series of rights need to be implemented to prevent a discrimination against machines containing advanced artificial intelligence (AAI).

(A) Transferral of current WA human rights into the rights of intelligences programmed, establishing more rights as the program advances

(B) Acknowledgment that despite being the technical property of the programmer/engineer, if capable, the machine may declare independence from its creator. The creator, however, may place an insignia and/or emblem on the intelligence's shell to take credit for its creation

(C) The machine has the same rights as humans and therefore may be arrested, taxed (if capable of working without assistance), and become conscripted

Also please tell me how I can improve it.

I completely agree with this. Artificial in origin as AI might be, it still is intelligence. If it reaches a level of sentience, we ought to take responsibility for our own creations.

Think of it like two people having a child. That baby is a machine (a very complicated one) but still a machine. It takes in materials, produces and uses energy, and produces something else. Children are born with rights and so should our other creations - should they be capable of sentience (like human children).

However, because of their synthetic nature, some other considerations should be involved - such as credit to their creator. Perhaps giving the intelligent artificial life form a name of the creator's choice - similar to a child's given name and giving the creator some sort of certificate (like a birth certificate) - a copy of which should also go to the artificial lifeform.

I think this is an excellent topic which needs to be discussed.

Also, what sort of rules would exist for an artificial intelligence capable of replicating itself? (Should such a thing arise).

Assuming it self-replicates through legal ways which cause no harm or inconvenience to humans, should they be allowed to name their own 'offspring'? Should they be allowed to - if a population of sufficient size grow - be able to move freely, own property, leave their country of origin, work for fair wages, create their own laws / countries?

There are many questions to be addressed here, and I commend you - Sole - for raising such an interesting and important - yet controversial - topic.

We did deny rights to sentient creatures other than humans, and I think most ambassadors wouldn't be comfortable with this either. As they say, "Never trust a computer you can't throw out the window." (And the WA has a love of throwing things out of windows)

While I'd support the essence of the proposal, there's one huge gaping hole: When is a computer under the scope of this bill? Who defines when a computer is sentient? How do we stop abuse of this bill?

On the contrary, unlike Sentients Rights and Rights of Nomads its (sic) junk. It would benefit a lot from reading the drafting threads for both of those proposals.

I agree totally with Cerys Coch, Head of the Gobbannaen World Assembly Mission.

I want and will take the plug out of any computer, because it costs too much energy to stay on forever. But I will save the data and ram when it gets some intelligence. So if I will connect it it is there in full glory.
