NOTE: This is my first attempt at a WA proposal, so forgive me if it comes across as rough-edged or naive:

BREAKDOWN: This proposal is concerned with the minimization of suffering and the advocation of true mercy as a benchmark of civility throughout the world. The outlined measure would extend the right to a peaceful, painless exit from life under controlled circumstances and within carefully outlined parameters beyond instances of terminal illness, affirming the right of any world citizen of legal age to make their own determinations about the worth of their own existence by offering them clinical alternatives to brutal, painful, violent, frightening and potentially cripplingly inadequate self-inflicted measures in seeking release from personal suffering.
PROPOSAL:
The Nations of the World Assembly
RECOGNIZING that the "Right to Life" is only a right if it is a freely chosen option.
RECOGNIZING that without an equally aknowledged right to the alternative to life, the "Right to life" becomes, not a liberty, but a mandated obligation.
RECOGNIZING that a truly civilized society does not condemn innocent individuals to an existence of ceaseless suffering without just cause, nor deny relief of suffering where such is easily available, nor presume to supercede the authority of the individual in determining the quality of their existance.
RESOLVED to provide an adequately funded, ethically regulated clinical alternative to interminable physical or mental suffering for all who seek it.
ADOPT the following resolution:
Article 1 (Object)
(a) This resolution calls for the commission of an international council of medical, law, ethics, and engineering professionals to devise and implement a system by which individuals seeking a peaceful, comparatively painless end to their existence may do so without legal or financial consequences either for the individual or service provider.
(b) This resolution does not hold any bearing on issues of capital punishment or prior legislation regarding medical euthanasia.
Article 2 (Implementation of Optional Euthanasia)
(a) All Nations shall provide a relief service to their citizens as outlined by the council referred to in the previous section.
(b) All nations shall agree to the definitions and terms arrived at by the aforementioned council.
(c) All nations are required to provide valid documentation of the voluntary nature of implementation of all services.
Article 3 (Protection Against Abuse)
(a) No Nation shall restrict the right to such relief service on any basis not outlined by the council.
(b) No Nation shall force or allow any citizen to be forced to undergo clinical euthanasia on an involuntary basis.
(c) No Nation shall force any medical professional to perform euthanasia against their will or in exception to the guidelines outlined by the council.
