I know that armys and police forces are not allowed. Would police forces include international criminal courts?
Is this even the right place to ask that question?

Courts are judicial, police forces are executive. It would probably be difficult to craft properly (and meet with fierce resistance), but an international criminal court is not, in and of itself, illegal.

"The rating"? Like category and strength? 'Twould depend on what's in the proposal. The last time we considered something like this (http://ns.goobergunch.net/wiki/international_court_of_justice_failed.html), it was filed under Human Rights/Strong. We wisely chose to defeat it, however.
