You cannot mention a nation or a region by name in the text of your proposal.

You also need to make sure your proposal makes sense in English: if you're not sure, post a draft here first, and people can help you improve the English. For example, it's unclear what the 55% figure refers to.

We imagine the 55 percent refers to cutting tarifs by that figure.

It could read " this resolution will reduce member nation's import duties by 55% "

Alternatively it suggests that it will only apply to nations with such duties set at rates of 55% or higher.

Actually, you can't. WA proposals affect all WA members, and the text can't suggest otherwise. The actual effects may vary, but you can't and don't know what those differences will be for any given nation.

Furthermore, we really don't like Ambassadors listing 'hard' numbers in proposals for the same reasons above. This is particularly true on numbers relating to tax rates or budgets, which make an appearance in the game and the official XML for your nation. No resolution will ever be allowed to put a cap on the tax rate, as that is a game mechanics violation.
