Why are there 4 propsosals?

While looking through the proposal list, I noticed 4, yes 4, proposals to repeal the latest resolution "Neutrality of Nations." My question is: Why Are There 4!? The best way to go about this is in a coordinated and organized fashion. The fact that opposition votes where that of 1/2 the supporter's suggests that the repealing vote (if it ever comes) will most likely fail.

That's nothing. There were 13 repeals submitted in 24 hours when the UN passed "Right to Divorce". Every time a resolution passes, a wave of repeals are submitted. It doesn't really say anything about the quality of the resolution or the level of support for it.

Then maybe Right to Divorce isn't the best example, seeing as it was seriously lacking in quality.

I realize that this isn't RPish at all, but I'm extremely annoyed how much Neutrality of Nations cut my defense budget. It doesn't even make any sense! I support neutrality for others, so therefore my defense budget in sliced in two (literally)?

If you're referring to numbers generated by some calculator (like NSTracker), please remember that anything dealing with actual dollar amounts is derived by the author, and do not necessarily have any true connection to NationStates. If your XML states that your budget went from, say, 30% to 15%, then... well... you were probably right on a cusp to begin with, even before the Resolution rolled through.
As for the original question, the vast majority of WA members have nothing to do with the forums, and thus aren't likely to have massive coordination. It's more a matter of spontaneous generation than anything else.
