I am president Samuel Benton of the Republic of Marnhull of the Commonwealth society, and I beg all of you delegates to approve the proposal that would repeal Resolution #10 the Nuclear Arms Possesion Act, as it is likely to causr intimidation and even extortion between large and small countries, it is inefficient and it is pointless. If it were passed as a resolution, I would propose a far more detailed andefficient resolution concerning nuclear weapons.

I dont want any replacements, I didnt want the resolution in the first place so ill support a repeal (as you can see I approved it) but there will be no support on another one bill like it, at least from myself.

Um, nations can intimidate and extort smaller or weaker nations than themselves just fine without nukes. How d'you think they did it before nukes were invented, after all? The "extortion" idea doesn't sell us on the idea of repealing a resolution that protects a fundamental right to self-defense, especially when said repeal won't in any way prevent the extortion or intimidation that you're citing as a reason for repeal. I'd also respectfully point out that if a nation can develop and maintain a nuclear deterrent, that it might make them less of a target for intimidation and extortion. Just a thought.

I still believe that this is a proposal that should at least be allowed to see the floor. I can promise everyone that if this repeal is enforced then the new proposal I would submit will be re-drafted, taking into consideration many issues that people have raised with me.

The concept of a repeal might be worth bringing to the floor. This one, as written ... not so much. The text bolded below crosses over into illegality, by requiring the passage of a replacement with terms similar to your own. Repeals may not propose or require new law, period.
Repeal "Nuclear Arms Possession Act"
A proposal to repeal a previously passed resolution

Resolution: #10
Proposed by: Marnhull
Description: WA Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.
Argument: Whilst any nation bears a right to protect itself using atomic weapons, Resolution #10 does not state any requirements that should be considered before a nation is granted them.
These requirements might be:
1. The Nation building nuclear weapons must provide conclusive proof that a non-World Assembly nation is acting towards them in a hostile manner.
2. The World Assembly must agree that there are no ways to protect the nation other than Nuclear Armanent.
3. The nation would not be able to fire its weapons immediately. The World Assembly would hold access codes that fire the weapons, and only when they are given could the country launch a nuclear strike.
If and only if all of these conditions are agreed to and satisfied, then the nation may develop Nuclear weapons.
This is why the Nuclear Possesion Act must be repealed, and replaced with a new resolution, which moves to prevent Nuclear War, similar to the one suggested earlier.
Approvals: 22 (South Lorenya, Crimmond, Teply, Gibraltenstein, Candelaria And Marquez, Sire Semirg, Jimmy Hart, Microcanada, Faldawi, Naughty Slave Girls, Ingramston, Fydrich, Wencee, Varavano, Lucanian Shires, Wierd Anarchists, Mandrivia, Soviet Union of Gabrio, Krankor, Niftylicousnesss, Kazzan, Silver Greens)
The other thing is the 22 of 100 necessary approvals you need. Ten of those 22 are essentially automatic, from people who would even endorse a WA proposal to have themselves buried in rotten fish. Getting a dozen legitimate approvals in two days doesn't indicate a ton of support. Maybe more than rotten fish, but not a lot more.
