Preface: To the Delegates and member-Nations of the WA

[/INDENT]The OBA (Office of Business Affairs) of the Commonwealth of Scottorium, have found that the business dealings of the members of the WA and the WA as an organization have been unchecked. This meaning not free trade but the illegal trade of drugs, money, weapons, slaves and also taking advatage of "free trade."

We hereby propose that a new oversight committee be created.

This would be the creation of an international group of professionals, to oversee the way business is conducted amongst individual nationa in the WA and any business transactions conducted through the WA's name called The Federation of Public Auditors (FPA).

The functions of the aforementioned group would serve three main purposes:
1. Monitoring business transactions made within the WA and by the WA for the purpose of promoting fair and free trade.
2. Acting as a mediator in any transaction disputes.
3. Observing business transactionsthat prove to be illegal under the WA charter.

Furthermore the proposed body will be made up of 7 representatives chosen in a majority vote by their region. Delegates will choose the 7 regions also by a majority vote or if the 7 positions cannot be filled, the delegates may accept requests from anyone them deem competent.

Upon becoming a representative a vote of "no confidence" can be issued by the delegates with a 2/3rds vote. Representatives cannot be elect more than three consecutive terms.

Resolutions must do more than create committees. If committees are created, they can't be staffed by defined nations or players. Nor can regions play a role, as most regions contain a mix of WA and non-WA nations, and no WA resolution can affect non-WA nations.

So, basically your whole concept, while somewhat interesting, is totally illegal.

Perhaps in order to make it legal, amend the proposal to have a total elective within the WA member nations rather than amongst regions. Also as it is impossible to regulate trade by a WA nation to a non WA nation or vica versa, create a seperate clause to the legislation offering deterrants and punishments to those who would deal in illegitimate trade with those nations not associated with the WA. The people of Zeyakistan would much like to see a piece of legisltaion such as this pass.
