Below is the resolution The Dominion of Icy Cold Death Touch has proposed for vote by the World Assembly. My government and region feel it is a strong proposal and will help aid the fight against this difficult international pressures on citizens safety and feeling of security.

UITSA

A resolution to improve world security by boosting police and military budgets.

Description: The setup of an international body dealing with the problem of international travel security in the many terminals throughout WA nations. UITSA - United International Travel Security Authority with its headquarters in a neutral country and work towards the goal of achieving offices in every WA nation or at least region.

OBSERVING the need for all WA nations to actively participate in ending drug trafficking for the safety, security of all citizens health and the ending the negative impact it has on world society.

OBSERVING the need for a unification of security measures in airports, seaports and other access terminals.

OBSERVING the need for unified standards for quarantine and isolation of hazardous materials, explosives, devices, gases and substances. To prevent national and international disasters.

APPLYING a zero tolerance policy towards any person or persons involved in the drug trade (supply, trafficking or production), importing banned items (explosives, weapons and other harmful items) through travel terminals .

EDUCATING the citizens of all WA nations about drugs, proper travel safety advice regarding to baggage, custom regulations and quarantine matters.

APPLYING a presence that will have the perpetrators of this crime stop dead in their tracks knowing the consequences of their negative actions will be fierce.

HEREBY, declaring the UITSA an active body underneath the wing of the WA.

IIRC, resolutions creating law enforcement/military wings of the WA isn't allowed.

But in this case you're not.

The WA doesn't get an army. Nor does it get to form The World Police. This is pretty clear: don't do it.

A revision must be made, a policing body will never get approved though an oversight committee on general security might.

The government of the emperor of Urgench wishes to point out to the respected ambassador for Icy Cold Death Touch that drugs "trafficking" as they perjoratively call it is perfectly legal in many many nations including in ours. This rather raises the point that your non-police force will run up against the problem that one nation's illegal travel is another's perfectly legal trade or tourism or whatever else.

It's hard to tell because of the "interesting" grammar, but that looks like it's directing UITSA to have that presence, not to talk about someone else having a presence. That's a WA police force, and that's illegal. At the very least you need to fix your resolution so that it's clear which bits are justifying UITSA's existence and which bits are telling UITSA what to do.

clearly, you should have read more closely.

and clearly, your grammar needs a bit of a brush up as several of us are perplexed by the way the nascent proposal is worded.

While we in Zeyakistan have a zero tolerance policy toward the trade of drugs, some cultures outside of ours rely on them for spiritual use, although a minor problem, the major issue here seems to be, even if a world police were formed (albeit unlikely) where would those who are caught in an illegal act be held and under whose jurisdiction would they fall, releasing them to their own nations which allow the trade of drugs would do no good as it is not illegal in their nation, keeping them restrained in a neighboring nation or a World Prison would be by some, considered an act of War. The People of Zeyakistan cannot support this resolution as it stands.

... and then the resolution might well be deemed illegal by the Mods for "Doing no more than setting up a committee"...
