Rights of the Member States
A resolution to improve worldwide human and civil rights.

Description: I. World Assembly member states are independent of the World Assembly; as such, each member state is a member by choice and may withdraw their membership at any time, without penalty. Additionally, the World Assembly may require member states to pay dues to retain a vote in the World Assembly.
II. Resolutions passed by the World Assembly are suggestions for member states to consider adopting for themselves; member states must never be forced into adopting specific domestic or foreign policies.
III. Member states who act in an aggressive and intimidating manner towards other member states may be subject to economic and/or military sanctions extending to and including possible expulsion from the World Assembly.
IV. Every member state is allowed one vote per resolution and one endorsement per proposal.
V. Military action against any other member state is subject to review by the World Assembly and may result in military and/or economic sanctions.
VI. Member states may elect a chairperson from among their ranks with a 2/3rds majority vote who, in turn, will be responsible for setting meeting agendas, keeping records of said meetings and act as the executive of the World Assembly; member states may remove this chairperson with a 2/3rds majority vote.
VII. Member states may establish additional guidelines and committees as they see fit to fulfill the requirements set forth by this resolution but may never impose upon the liberties of member states.
VIII. This resolution will take effect upon ratification by the member states in general assembly.
