Originally covered POW's and nukes, but I decided to just focus on the Non-combatants, as the original covered too much.
Protection of Non-Combatants
Catagory: Global Disarmament? (Doesn't seem to fit anywhere)
Strength: Significant
The World Assembly,
NOTING that the World Assembly is not an alliance, and that war is permitted between World Assembly member nations,
AKNOWLEGING that international agreements with nations outside of the Wold Assembly are best left to individual nations,
REALIZING that regulations on wars between World Assembly member nations would be beneficial to both sides in a conflict,
CONCERNED about the saftey of non-combatants,
Regarding war between World Assembly member nations, HEARBY:
1. DEFINES a non-combatant as anyone who has surrendered, or is not a member of any military organization, including those not associated with any government.,
2. DECLARES that non-combatats are considered outside of the conflict, and therefore may not be specifically targeted,
3. RECOGNIZING the danger of guerrila war for non-combatants, BANS any non-combatant from assulting any member of a mililtary organization during war-time, except for the purpose of self-defense,
4. DECLARES that combatants may not attempt to disguise themselves as non-combatants,
5. REQUIRES any nation wishing to go to war to issue a formal declaration of war before attacking,
6. CALLS FOR World Assembly member nations to minimize non-combatant casualties as much as possible,
7. ENCOURAGES nations to form individual treaties with nations outside of the World Assembly establising these rules.
