Life versus art
A resolution to promote funding and the development of education and the arts.

Description: It is before the assembly, the opportunity to recognise art as an important part of the quality of life.
This resolution seeks to gain the commitment of members to add some culture and art to their membership. If this resolution is successful it will be mandatory for all states to ensure that in schools and universities that art is a major subject alongside Maths and Science.
Art translated through design, in every facet of life. Bus stops do not have to be boring, cars do not have to simply be functional lets have some quality in our lives.
Please support this resolution and help us all appreciate the finer things in life.

It seems all your proposal does is mandate the teaching of art as a major subject, along with math and science. But it doesn't seem to require anyone to take the class. Work on it a little more, you might have an idea here, though.
