It proposes that the complete and irrevocable prohibit corporal punishment.
The violation of this prohibition is proposing the highest sentence is a capital punishment.

Anyone has any suggestions about this resolution?

What resolution? I only see a couple of mutually contradictory statements. (you propose to end corporal punishment by providing capital punishment for the offenders? Really?)

Perhaps he wants to see us
devise a proposal which bans all such practice.

The World Assembly,

SEEING that spankings hurt like you wouldn't believe,

SYMPATHIZING with those children who find it necessary to prepare for such spankings by donning multiple layers of underwear,

FROWNING SCORNFULLY upon those that bring to pass death sentences by cruel and unusual means,

DETERMINING spanking to death to be a cruel and unusual method of execution--though likely a pleasurable experience for a short time:

1. OUTLAWS all executions by spanking in World Assembly nations.

2. FURTHER STIPULATES that all future WA proposals be written in strictly in alternating two syllable foot and three syllable foot.
In compliance with the final stipulation to this proposal, Powerhungry Chipmunks would submit the following:

"Behold, and fear ye nations:
Proposals and Writing Res'lutions have changed!
and old traditions shant return again!"

And i think that the Death Penalty is the best especially conduct by professional firing squad, for humanitarism of course:-)
