Allow the possesion of amrs. WA members need to be able to keep control of those getting out of hand. They also need to have a strong influence on what is happening, and deter others from starting a full scale war.

I've got 11 Amrs., and things still get out of hand. My strong influence seems to limit itself to dryer socks sticking to my trousers. They don't seem to be interested in war, as their activity is limited to clinging.
I'm not sure what you're describing, but somehow I don't think it will help.
