Unfortunately I believe you are living in a dream world if you believe wide-scale disarmament would ever pass as resolution, never mind actually take place. Unfortunately there are rogue nations that do not follow international law and to leave ourselves open to aggression from them would be a most dire situation indeed!
The Grand Holy Empire of Imota has a general policy of avoiding armed aggression and solving problems through diplomacy rather than the force of arms. However, we do maintain an army, a navy, and an air force, as well as associated support services, as a contingency for those times when diplomacy fails. In order to implement this, you'd have to:
1) Destroy every single weapon (note that nearly anything can be used as a weapon) in the WA (If you fail, anyone with a weapon takes over)
2) Destroy every arms manufacturing factory in the WA (which would really hurt the economy, not to mention that if you fail, you're even more screwed)
3) Kill everyone who knows how to make any weapon (which is essentially everyone)
Assuming that you actually managed to kill nearly everyone in the WA and do the other things, and you somehow manage to not be invaded by non WA nations, it wouldn't stop conflicts, it would just make it easier for the strong to dominate the weak. Everyone would then probably starve, since they can't hunt, farm tools, which could be considered weapons, would be destroyed, making farming extremely difficult, and most people are not skilled in creating food.
More likely, of course, you'll be invaded within about 10 seconds, since you can't effect non-WA nations.

I do not think you will be invaded in 10 seconds. Our nation doesn't have an army. But our citizens are well capable to fight such agression of fellow nations. But we never saw an invasion from another nation.
Here some real life arguments:
Is Costa Rica (a nation without an army for decades now) since 1949 ever invaded or had war?
Did some neighbooring nations got an army and were invaded?
Did some close by nations have an army and have had war?
Which middle American country has the strongest economy?
The well educated people will now the correct answers.
For some people who like armies the answers will be supprising.

Basically, though, you have a defense force. A volunteer force of civilians, but a defense force still. What Pericle is trying to do is destroy the arms industry and make it so that no one can use weapons, because there will be no weapons, and I'm sure your civilian defense forces have weapons.
It's also interesting to note that Pericle voted for the Nuclear Weapons Possession Statute.
