Here is my proposal for alleviating the effects of the global climate crisis
RECOGNIZING the World Assembly's commitment to sustainable solutions to the global climate crisis
EMPHASIZING that climate change requires urgent and collective action
ACKNOWLEDGING that many develop8ing nations are economically dependent of energy sources that are not environmentally friendly
COGNIZANT that the dangers of global warming may entail increased extreme weather conditions
GRAVELY CONCERNED about the lack of public awareness regarding the topic of global warming
AWARE that cooperation and collaborative action is necessary in combating global warming
STRESSING the importance and urgency of finding a solution for the issue by improving collaboration between countries linked by regional blocs
1) SUGGESTS a program in which all nations receive a limited number of carbon credits in return for the funding of environmental research
2) RECOMMENDS aid to already damaged nations that have been affected by global warming
3) Urges the creation of a sub-committee attended by all WA members that will:
a) Encourage private firms to invest in infrastructure
b) Pressure and advise countries on ways to defend themselves from the effects of global warming
4) RECOMMENDS that the coalition include a need assessment board to determine the distribution of funds and aid based on financial need and risk factors
5) CONFIRMS that any nation that uses their aid leverage in a situation that would compromise a receiving nation's political sovereignty will be reprimanded and have sanctions placed upon them
6) CERTIFIES a WA regulated carbon trading market which allows carbon to be sold and traded at a countries expense
7) REQUESTS a yearly 2% decrease in carbon emissions, supervised by the sub-committee, with the possibility of an extension for nations in need:
a) Extensions granted by the World Assebly
b) Two-thirds majority approval in the WA is required for a nation to receive a grant
8) PROMOTES the research of alternative energy approaches including, but not limited to: solar, wind, water, ethanol, rice, etc.
9) ACCEPTS donations from willing and able NGOs and other private investors, to be monitored by the World Assembly
10) ENCOURAGES a World Assembly sponsored weather monitoring center for the purpose of tracking extreme weather conditions and providing adequate time for evacuation of all citizens
11) ENDORSES the creation of World Assembly funded and monitored refugee camps for all misplaced persons affected by natural disasters
