The proposal is illegal, since WA resolutions can't affect game mechanics. I'm not very fond of the name "World Assembly" either, but we've already passed eight (soon nine) resolutions with the name in the text, or in the title, so I doubt the admins will entertain many suggestions to change it.

We decided not to go with "World Federation" or "Federation of Anything" because a Federation is strictly a national entity, and we didn't want grief with people assuming we were creating some kind of New World Order. Of course, we got it anyway, but that's a different problem.
Anyway, no, the name really can't be changed.
WA is the best suited name, anyway.
You see, when you pronounce the acronym it spells, it comes out was "Wa." As in the sound an infant makes when whining. You can't ask for a more accurate summation of this body.
