The World Assembly,

Understanding that Gay Marriage is a hotly Debated Topic

Noting the Argument Against and for Gay Marriage.

Declares

1. That Gay Marriage is legal under all circumstances

2. That Discrimination against Homosexuals Illegal

3. That Gay Couples are allowed to Adopt Children

4. That Homosexuals are allowed to work openly in any field

5. That Homosexual Marriages are to be given the same benefits as a Heterosexual Marriages

If those circumstances include consanguinity, lack of consent of one or more parties, or condition of preexisting marriage, then we'd really rather the marriage not be legal.

True. "Straight" marriage isn't legal under all circumstances, either.

Some other problems:
You use "gay" several times in the proposal, but you also use the word "homosexual" as well. I would suggest using "homosexual" throughout.

Category and strength?

Oh, and this is a proposal on marriage, but then you also throw in sections 2 (which is about general discrimination), 3 (adoption), and 4 ("work openly in any field"). Considering that it then [I]ends with a another part about marriage, this proposal seems to be all over the place. Try narrowing the focus.
