Further believing that WA Delegates are representators of other WA nations.

I suggest:

-Endorsement should mean election
-Elections should take place once in a month
-The results of the election should be approved by the WA and then be announced to all the WA nations of a region.

With this no longer being the UN, have our warnings from say 2004 disappeared??? Especially in light of the fact that the rules have changed and the moderators who flagged the warnings?

I would like to actually suggest that there is an opportunity to use the Rights and Duties of World Assembly States as a change to make a simple statement that changes nothing but states how the Delegate status works and link this to a Furtherment of Democracy proposal.

Specifically, the World Assembly is essentially employing a democratic proposal that all member states have the same ability to influence world assembly resolutions due to the fact that they can freely associate with any open political alliance which we call regions. They do not have to endorse other nations, but in doing so give additional votes to their "bloc". And that they can freely withdraw and re-endorse Delegates during specific resolution votes, using a system that *any* nation can use. In a sense, this is democratic, since it is free to all.

Essentially Rights and Duties added flavour text to describe existing rules. You could talk about how Delegate endorsements work using this category.
