DRAFT: Protecting Historical Sites

A resolution is being drafted by me to ensure continuity of the protection of historical sites. Credit is due to Lapis heaven for the original resolution, UN #216. It was passed with 6485 votes for and 2949 votes against. I propose a resurrection of the protection of historical sites in the NationStates world, in forms of registries, entity protection and a committee.

The following proposal is not finalised yet until forum-level consensus is reached.

Protection of Historical Sites
Draft One - 16/4/2008

A resolution to promote funding and the development of education and the arts.

The Description is as follows:

The World Assembly,

AWARE of the importance and values of historical sites for the international community and future generations;

NOTING that history is not only a national subject, but of international concern;

BELIEVING that keeping history alive is without any doubt worth being handled by the The World Assembly;

THEREFORE The World Assembly shall protect historical sites of importance.

1. DEFINES a 'historical site' as:

a) A building (including fountains, aqueducts and structures to similar purpose)
b) remains of such buildings
c) An excavation
d) A grave and/or tomb
e) A cultural and/or religious site

or a combination of the above, with historical means to a specific nation or culture as well as to the international community.

2. ESTABLISHES the 'WA Protected Heritage Sites Registry', defined here as the 'Registry' which consists of historical sites that are of pan-regional importance, because they are, or were:

a) A masterpiece of human creation
b) A major watershed or milestone in architecture, technology, urban development or landscaping
c) a unique or at least, rare evidence of a current or lost civilization
d) an outstanding example of an architectural, technical or scenic type, that symbolize one or more important eras in history of humanity
e) an outstanding example of traditional human housing schemes, or land/sea utilization, which is typical for one or more cultures, or
f) connected directly or at least distinguishable with events, traditional ways of life, ideas, credos, artistic or literary acts of exceptional universal meaning.

3. ESTABLISHES the 'World Assembly Heritage Committee', abbreviated as the WAHC, as a board of sixteen independent members, elected by the WA.

4. INSTRUCTS the WAHC to maintain the Registry, updated ex officio and published in print and on-line, via database. Each member state per application as well as at least 10% of the population of a member state per petition may request an alteration (admission or deletion) of the Registry. The WA hereby forbids any other change of the Registry.

5a. ENACTS that all entities on the Registry must not be destroyed or changed in substance, except for restoration or faithful reproduction above remains, if they maintain the originality and meaning of the entity.

5b. The primary reason for inclusion in the Registry must be conserved.

6) IN THE CASE that a member nation is at war, and that the opposing belligerent has taken position within or near an entity in the Registry, and that protection of that entity would be of strategic disadvantage, then:
a) That member nation may diverge from section 5, but;
b) That member nation must do their best to minimize damage to the entity, and;
c) after that conflict the damage will be assessed by the WAHC, and possible actions will be determined.

7) RECOMMENDS member nations to maintain other national historical sites as well in order to keep the memory of regional and pan-regional history alive.

A bit of solid advice for a new legislator like yourself: finish one project before branching out into others; otherwise, you'll put yourself in danger of developing a reputation for putting out a lot of drafts that never amount to anything. Several current and former regulars here already bear that dubious honor. Besides, I think the ICRC proposal is excellent, and I would like to see it pass. :)

If you're going to pick up an old resolution wholesale like that, go find the drafting threads for it too. If you do, I won't have to tell you why the definition of a history site is horribly inadequate.

It would be important to establish some criteria of selection the Historical Sites. We all know that several times in the new history were created some building which symbolizes lower culture.

Should we later qualify them as historical sites just because they survived a period of time? :confused:
