Failing Nations

Greetings,
I ran across a nation that nolonger wishes to rule it's citizens. Would it violate WA rules if I agreed to take over controll of that nation? I want to preserve all nations that are "loosing their rulers" or those who just don't want to play the game anymore. I want to build my spear of influence, but not by military conquest, rather by people who no longer want to play the game anymore. If they want to, they can turn their nation over to me, then I'd relocate that nation to my alliance and rebuild it from it's painful past. I want to keep all nations that are abandanned. I don't want to see anyone suffer. I will comply with all WA rules, although I'm not a member, I would like to be some day. I hope you will consider my request, I just want to keep all of the nations in the game, it's not fair for the people of these nations to suffer. I await your response.

If you're not currently a WA member than taking over that nation wouldn't be a rule violation but you can only have one nation in the WA at a time.

If I'm wrong someone please correct me

If I had a clue what you were asking, I could give you a ruling. Failing that, I'll let Spock rule on this one.

One of them have to quit the WA, formerly the UN. UN Multiling is against policy.
