NOTING that private schooling has ruined equality for thousands.
BELIEVING that the continuation of private schooling is a threat to the future of the WA and its member nations.
I hereby propose that we abolish private schooling. All schooling will here on out be public. The only exception is colleges, universities, and schools of a religious natures all of which are exempt for this bill. All religious schooling, however, will follow the same curriculumn except for an added religious part. This will ensure that every human being has the same educational foundation as his brothers and sisters, friends and family, and enemies and neighbors.
Thoughts?

(OOC: define your terms. "Public schools" in the UK are exactly the sort of thing I think you're trying to close down :-)
IC: At first glance this is badly thought out lowest common denominator stuff. What is this "same curriculum?" Or better, who gets to define it? The individual nation, or some WA committee?
Try breaking this down into actions (the WA requires this, demands that, and defines the other) rather than one lumpy paragraph, just to be clear on exactly what's being done. This is law we're writing, after all, and anything fluffy or unclear will be picked on mercilessly.

Ambassador Windcharmer looks at the proposal, turns back, takes out his trashcan, and pukes...
Erm, sorry about that...
(clears throat)
The Republic of Havensky is disappointed in this proposal. We thought this was going to be an increase in public education world-wide, not a proposal to close down private schools.
Due to Havensky's commitment to education (regardless if it's funded privately or the state) we will be fighting this resolution.

"Ambassador Windcharmer, would you like a bottle of water? I'm afraid I can't offer anything stronger at this time, but I understand your sentiments entirely, and your reaction." Captain Abagail Hardcastle held out a bottle of TMZ Deep Aquafier Water to the Ambassador from Havensky with her own pained look on her face.
"The TMZ will fight this proposal as well. It is simply idiotic and yes highly disappointing."

Thank you Captain,
We may be proposing something along the lines of "Literacy for All" to encourage member nations to strive to achieve 100% literacy in all member nations. But that's another proposal from this one.

I'm confused by the section that mentions "religious schooling". Religion is not [and has not been for several centuries] part of the curriculum of any of our nation's schooling establishments.

[OOC] Getting rid of private schools would be great, if there were always a reasonable alternative. My local public school is, quite frankly, terrible. Many schools, excluding those in middle-class and wealthy suburban areas, are terrible. And as for your exemption for religious schools, there is one school near me named Doane Stuart. It's a normal private school, but it has a mandatory religion class (which can be targeted at any number of religions, or a comparative study), and it belongs to the National Association of Episcopal Schools. If your resolution were real, all it would do is sprout up more Doane Stuarts, and have them take the students that now aren't allowed to go to the Albany Academy. Or, schools like the Albany Academy would adopt DS-like programs to get an exemption. And what does that accomplish?
And if Doane Stuart didn't pop up everywhere, this proposal would deny education to the members of the religious minority by forcing them into inferior schools or those of a religion that is not theirs.
Evening the playing field in education is best when you bring the lowest up, not the highest down.
