well i dont have a draft yet.

but i got the idea now there is just 1 question:
Is it okay to proprosl a milatary budget. the idea is to have a budget to loan out to countries if needed for milatary purposes. i think its legal because 1.It is not asking for a WA army or anything like that. 2. its not a joke, but i thought it would be best if i put it past the forum 1st.

draft coming as soon as i get approvel that it is legal.

I think it'd be better if it were called Military Aid.

No.

It's not the WA's place to provide military aid. Furthermore, given the large number of nations in the WA, it's entirly possible that two nations on opposing sides would BOTH ask for military aid.

Additionally, there is no way in the deep blue sky that I'm going to support taking taxpayer money from my citizens and giving it over for another nations military purposes.

You want military aid? Go ask your allies.

I'd burn this proposal, but you haven't written one. Good day sir!

You can propose such a thing if you like. I take it you'll be supporting a taxation initiative when one of them gets to the vote? Otherwise that budget isn't going to be big enough to pay for ammo for a pea-shooter, never mind help finance a war.

this is a fascinating idea. not the whole millitary budget thing, no, that wont ever pass.

but as an idea for the current revenue debate: loans. not just millitary, but developmental, environmental, whatever the heck you want loans. take deposits to build capital, then loan it out to whoever wants it and can afford it, and create a self sustaining bank of the WA to fund its actions. doesnt screw over any nations, doesnt require taxation, and the best part is that it pays for services to help WA nations by helping WA nations.

i dont know if this is a pipe dream, or a decent idea, but i free anybody to use it as either. i also appologize for over-italicizing.

My totally unofficial view: it's very difficult to say whether or not a proposal is legal or not until its text has been posted. Your idea does sound like it could be written in a legal fashion, you would need to very careful not to clash with Article 10 of the presumed second Resolution of the WA, "Rights & Duties of WA States".

I strongly doubt a mod will weigh in to 'approve' that this proposal idea is legal, because they would want to see the text - and category - beforehand. Therefore, it would be better to go to work writing it up now.
