The Re-Introduction of the Whaling Ban

I believe this ban was repealed in 2007, so I'm going to attempt to bring it back into the fold:

International Whaling Ban

NOTING that the whale population has significantly decreased, causing many species to become extinct in the past century..

FURTHER recognizing that the products of whales are no longer as vital to the World Economy as previously due to the introduction of other fuels..

KEEPING the right of indigineous populations to continue harvesting whale for subsistance purposes..

ALSO NOTING that some areas require whale for their local economies to stay in a stable position..

ENSURING that this resolution will have no effect on domestic business regarding whaling..

This resolution proposes a world-wide ban on the import and export of whale products between sovereign nations. This bill further suggests that a United Nations sponsored whaling watch dog group be founded for the enforcement of said resolution.

It was repealed because it wasn't needed any more, the UNCoESB (http://forums.jolt.co.uk/showpost.php?p=9692854&postcount=120) protects the whale species that need protecting and more.

We must concur with Mr Flibble. While our assistants assure us that there are valid reasons why a ban might be enacted (though for the life of us we can't see why), conserving and preserving the whale population is a reason already enshrined in UN law. As it stands, this won't fly.

Maybe it would be better for the oversight team to be a 'watch dolphin group'?
