A resolution to improve world security by boosting police and military budgets.

Description: I stand before you as an servant of the UN and propose an army for the UN. This army must be controlled by an council of nations. This is an army for the defense and peacekeeping of the all the nations of the UN. There must be nations to support it with the armys of UN nations. The people in this army MUST BE FREE TO CHOOSE if they want in this army.

It is by decree of the game's creator and those who run the thing. The Rules thread post One (http://forums.jolt.co.uk/showpost.php?p=8913201&postcount=1) states this clearly. Do not argue. It will not change. It is a fact of the NSUN.

Maybe you could say what it is about a UN army that you like; then we could see what legal bits we could extract. For example, you could certainly authorise humanitarian intervention: the UN only recently repealed a resolution doing just this (http://www.nationstates.net/page=UN_past_resolutions/start=91). I really don't see a way for the UN to establish an army without breaking the rules (this setting aside judgment on the merit of the rule) but there are things related to that general area that you could establish.
