Restricons on Automoblies
A resolution to increase the quality of the world's environment, at the expense of industry.

Description: I belive We should start putting restrictons on manufactring of automoblies
Here is what I propose
1.All Automoblies Manufactered should have at least a 20-to-the-Gallon Milage

2. Manufacters should start studing into differnt power source Automoblies

3.Manufacters found breaking either of the laws, will be fined

That is my proposal

It's a worthwhile topic, though I think the mandates are a bit weak. For example, how do you enforce "studying different power sources"? As written, a manufacturer could simply task one guy with looking up "alternative power" on Wikipedia once a month (or once a year... or less).

Also, the fine might be illegal; you would need to specify where the money goes. Because the UN is unable to tax, they probably can't collect the fine.

Seigfried glanced up from the proposal before him. "I would suggest editting out the 'that is my proposal' bit at the end. It is sort of unnecessary to include a 'The End' at the conclusion of a piece of legislation."

"On to the meat of the proposal, however sickly and lean that meat is..." Hayden glanced down for a moment. "It's rather vague overall. What is the fine to be levied for non-compliance? Studying...or research into alternative fuel automobiles is all well and good...but just an encouragement. If mandated, all one would need to do is open up a science magazine such as Catawaba's Wiz-Bang, Shiny New Inventions to an article on moonshine-powered jollopies and count that towards 'studying' alternative fuel sources."

He glanced back up and pushed his glasses back up his nose. "As for the twenty miles to the gallon fuel effiecancy...is that around town or highway? I have a SUV that gets twenty-two on the highway and somewhere around fourteen around town with favorable tailwinds and frequent down hill coasting."

Seigfried sighed. "On top of that...there is the frequent failure to keep one of these resolutions on the books. The disparity in technological ability hobbles a lot of support for it as well as the 'I'm sitting on more oil than I have water' crowd." He shrugged. "It's a hard sell, my Goldsaveran friend. But what do you think you can do to improve your proposal? I can give suggestions."

We note that UN Resolution 39, "Alternative Fuels", already requires "automobile manufacturers to spend a minimum of 1% of their profits toward alternative fuel research". We think that this covers one of the primary points of the proposal, and as for the other we would rather not set the number of kilometres travelled per litre of petroleum-derivative consumed as an absolute at this point. Convergent targets may be appropriate, but whatever the figure is, it needs to be justified rather than simply stated, and runs the risk of becoming unhelpfully out-dated very quickly.
