This proposal aims to recognize that a communications network is essential to modern business and enterprise.

- This proposal has no jurisdiction over communications and business practices within the sovereign realms of UN member nations.
- This proposal only seeks to establish open communication between the UN member nations to promote business and enterprise.

In recognition of this, the following is proposed for a International Network ("Internet"):

- The Internet be a set of communication links between all member UN nations, in a way and topology deemed best by the "UN InterNIC" (defined below).

The following are also proposed with regards to a "UN InterNIC":

- A UN InterNIC (Internet Network Information Center) be setup.
- UN InterNIC seeks to establish an International Network (Internet).
- UN InterNIC seeks to maintain and upgrade the Internet.
- UN InterNIC researches the latest in Information Technology for the purposes of furthering business and enterprise, including but not limited to: commerce-level encryption, protocols at both the hardware and software level, bandwidth-enhancement, and traffic quality-of-service.
- UN InterNIC establishes standards which promote reliable and secure-for-business communications on the Internet.
- That the UN InterNIC be allowed to organize itself the way it deems best to ensure the high reliability and continued improvement of the Internet.

How is this issue of FREE COMMUNICATIONS to promote trade between nations. As many nations sale communications systems to other nations so they can communicate with the rest of the world. This moves that to one body this UN wherever you have proposed here... and thus takes private interprise or business out of the communications businees between UN membership.

How is this issue of FREE COMMUNICATIONS to promote trade between nations. As many nations sale communications systems to other nations so they can communicate with the rest of the world. I am not sure I completely understand what you are saying. However, what is meant by free communications is not free as zero-cost. Nations can and will be able to sell communications infrastructure to other nations. The proposal seeks to establish open communications between UN member nations, and the UN InterNIC that is proposed would maintain standardization and integrity. I've edited the wording of the proposal to make this clearer as well. Thank you for bringing up this point.
