I am have two un nation endorsements. but i cant seem to vote for any proposals.

To approve proposals, so that they go for voting on by the General Assembly, you need to be your region's 'UN Delegate': This position goes to whichever nation in the region has the most endorsements (and if two or more nations are tied at that level then to whichever of those has been in the region for longest), although some regions have internal rules about elections -- or other grounds for eligibility -- and enforce those.
What having two endorsements lets you do is submit proposals for the Delegates to consider... although posting them in this forum first, for advice on their legality & contents, is advisable.
