PROPOSAL: Sexual Consent Age

Us, in the Republic of Kinat, have recently passed a law, saying that the age of consent will be dropped from 18 to 15, and we think that this is the right age for teens to start to collect knowledge of the wonderful art of sex.

Kids in high school are already at a promiscuious age, and just letting them do it anyways is better.

Why?

1) Because our police force spends less money on the tactical takedown of child predators, even though they are still prevelant.

2) Sexual Ed programs are already educating our young ones as early as 13, and they are becoming interested in sex, and when they get interested, they have sex.

We believe this is a matter for governments to deal with anyway. By the age of 16 a girl in Neo-Kirisubo would have finished her education and would find herself doing military service either in the defence forces or in the exploration starfleet.

There is also existing child protection legislation on the books already which as a UN member you could use already.

I'll take the opportunity to point out that not all UN member nations are populated by humans. Some species may not even be sexually mature by 15, while others may not even live to be 15.

Furthermore, The Rogue Nation of Flibbleites feels that age of consent is a national issue not an international one, and as such should be left up to individual nations to decide.

We regret to remind Mr Flibble that flaws in existing UN legislation on sexual freedoms (http://forums.jolt.co.uk/showpost.php?p=12194562&postcount=193) make ages of consent a distinctly international issue. That said, we quite concur that this is not the way to deal with the matter.

I refer you to clause 2 of said resolution.
2. FURTHER DEFINES, for the purposes of this resolution, an adult as an individual who has reached the legal age of consent, as defined by the law of the nation in which the activity takes place.The bolded section clearly makes age of consent a national issue.

Multiple problems arise from this proposal:

The first that comes to mind is the fact that not all nations have the same calendar. By Unker standards it is the year 2008. By the ancient Traxan calendar, the indigenous civilization before Unker explorers conquered them, it is the year 1798. The few remaining Traxans still use this calendar. Therefore, one runs into the problem of which calendar the 15 years of age goes by.

Another flaw is that different cultures already have an age of consent for different reasons. In Unkerlantum consent comes at 17, as this is the same age one becomes a legal adult in our nation. The neighboring Malachorians set theirs at 13, citing that this is the average age native girls become fertile. 15 may work perfectly fine in your society, Kinat, but that does not mean it works in others.

The Congress also applauds Mr. Flibble for his keen ability for sympathetic observation.

We feel that each nation is best to decide when their children become adults and not others. As noted not all nations populations are human thus develope in different rates across each. Here children start their education at age 5 and by age 10 have finished that and start national service for two years. Thus by age 12 are granted full rights as a citizen of our nation, having completed to standards all required courses of education as well as the two years national service. Males at age ten should no older male survice may become legal heads of a household and control a family, but carry limited rights of citizenship until 12. Females must complete all reguirments and not have chidren before age 12.... Most by nature wait until 16 but it is legal here to bear chidren from age 12 onward. All this is based on genetic functions of our race of people and our developement from birth to death.


Also we never like being classed in with the humans as we find them savages not to be trusted and only deal with them because they are here and it is better to gane their trust and be able to watch them than not have it and have to spy on them. As we find they tell to much in the boldness to prove themselves better than what they are.

This is way out of order.

It seems that you do not wish to benefit your youth but your economy due to the fact that less money will be invested into catching sexual predators.

Thus, I'm totally against this resolution.

However, we are on the road right now to lower the age of consent to 16 as well as legalizing marijuana. Nonetheless, this is to BOOST our economy, but also thinks that 16 is a suitable age for sexual consent. As long as it is approved by both parents by signing a form that will be delivered when a child is 16. Furthermore, if the parents do not wish to sign this form, the age will remain 18.

The Government of The Republic of Milyar strongly believes that such intimate laws should be decided on a local level in each member nation.
Our Republic has officially applied to be a member of the UN recently and upon our acception,we would probably abstain and propose a third option:
Each member nation to choose for itself the minimal age

As representative of the new Free Land of Psyconauts, I'd like to input our nation's stance on this matter.

We believe that the appropriate age of sexual consent should be determined by the local governments. With the various religions and beliefs of nations that have voluntarily joined the UN, there should be no international law that restricts the sexual consent age. The lack of an international consent law allows nations to stay happy and free to choose their own stance upon the matter.
