Right now, you can't there isn't a resolution to vote on. And since you're not a Delegate you can't approve proposals.

The menu that appears at the upper left of your nation's page includes a 'UN' link. If you follow that then the page to which it leads will tell you what proposed resolution is currently at vote (if any proposal is at vote, which -- as Flib said -- isn't the case at the moment) and scrolling down through that will bring you to links on which you can click to vote 'For' or 'Against'.
