hello its me again back for round 2 with a new version of my proposal un boy scouts (note i have sent this one so if you like it vote for it)

World scouting act

A resolution to improve worldwide human and civil rights.

Proposed by: German zerabithea

Description: Purpose: To instruct and train youth in the appreciation of nature and wildlife, proficiency in wilderness survival, respect for their nation and their countrymen as well as their fellow human being, leadership, and self-discipline.

Mandates:
1. That governments of nations of the UN will not bar Scouts from use of National Parks which permit camping by the general population.
2. That governments of nations of the UN will actively protect Scouting's freedom to exist and also every youth's freedom to join and maintain membership.
3. That no government of any nation of the UN pass any laws which impede or attack Scouting.
4. That this body enforce the above three conditions to the extent of its power to do so.
5. That this act shall apply to all Scouting Organisations including: the World Organisation of the Scout Movement, which includes Boy Scouts, Cub Scouts, Venture(or Explorer) Scouts, Rover Scouts, Sea Scouts, and Air Scouts; and the World Association of Girl Guides and Girl Scouts, which includes Guide Scouts and Girl Scouts.

OOC: this is so riddled with Real World references -- making it illegal -- that it's not worth thinking about anything else. If you can figure out how to describe the activity of scouting rather than assuming a bunch of organisations that may or may not exist in bits of NS, then come back and try again in this forum BEFORE YOU SUBMIT SOMETHING ILLEGAL AGAIN.

And so a few hours later the following was tabled on a bar napkin.


Normal stuff at the begining of all proposals...

Scouting groups are groups that ... whatever scouting groups are

Governments are to...
-not bar scouts from national parks that have public campsites
-nor make laws attacking scouts or making it harder than it already is.
-protect the scouting groups that exist and make sure that the young'ins are free to join or not join as they choose

well its better than the other one (since someone helped me) well then tell me what you think would help it?

Why do scouts need to be endorsed by the UN? Surely it would be easier for individual people/countries to set them up however they want?

The Ambassador from Catawaba stared off into space as he thought. "I don't see that UN has much business regulating youth organizations...you can't rightly protect something where it might not exist. If it already exists in a country, it doesn't need protecting does it?"

He shrugged "Now, I could see creating some kind of...oh, I don't know...a UN Youth Scouting Council. All these various scouting types could meet up in the summers, attend meetings, swap stories, and promote diversity and worldwide understanding. Heck, they could even participate in mock UN sessions, pretend they're us, and rail at each other for a while."

He stopped and frowned. "Though I'm not sure, I want little Michael doing that...wouldn't want him to finally figure out what a deplorably boring job his daddy really has. I tell him every night that I'm some kind of Ace UN Ambassador that fights evil dictators...I assume he thinks I regularly punch some of you lot every day and throw chairs about...So maybe this is all a horrible mistake..."

well its better than the other one (since someone helped me) well then tell me what you think would help it?This we think would fall under eductation our the youth in a nation and we believe that the UN has left that up to nations to decided just what each nations teaches it youth... Thus this violates rights of nations to self decide what they will or will not teach thier youth.. as we can't ban it if we don't like it or parts of it. Also can we include Nude Hunters of Voyeristica since they are a scouting group that raids womens dorms on university campuses and well you get the idea.

We echo the other nations that have suggested that this be left up to the nations themselves to decide.
