hello its me again back for round 2 with a new version of my proposal un boy scouts (note i have sent this one so if you like it vote for it)
World scouting act
A resolution to improve worldwide human and civil rights.

Description: Purpose: To instruct and train youth in the appreciation of nature and wildlife, proficiency in wilderness survival, respect for their nation and their countrymen as well as their fellow human being, leadership, and self-discipline.
Mandates:
1. That governments of nations of the UN will not bar Scouts from use of National Parks which permit camping by the general population.
2. That governments of nations of the UN will actively protect Scouting's freedom to exist and also every youth's freedom to join and maintain membership.
3. That no government of any nation of the UN pass any laws which impede or attack Scouting.
4. That this body enforce the above three conditions to the extent of its power to do so.
5. That this act shall apply to all Scouting Organisations including: the World Organisation of the Scout Movement, which includes Boy Scouts, Cub Scouts, Venture(or Explorer) Scouts, Rover Scouts, Sea Scouts, and Air Scouts; and the World Association of Girl Guides and Girl Scouts, which includes Guide Scouts and Girl Scouts.
