Resolution Draft: Please Read

Recognizing that the possession of nuclear weapons and the potential for violence that comes with possessing nuclear weapons is one of the greatest threats to the world today, and further recognizing that nuclear power is one of the most viable alternative energy sources, The Empire of Babylon Pheonix hereby proposes that all nations, effective immediately, must relinquish their nuclear weapons to the United Nations for the purpose of protecting international peace and human rights, as well as for laying teh groundwork for teh exploration of nuclear power.

Article 1
All member nations must surrender their nuclear weapons to the United Nations within the space of 12 months. Any and all member nations that do not comply will be given a further 6 months to surrender their weaponry. If at the end of that time the member nation still has not complied, that nation's membership rights will be revoked.
Article 2
The United Nations will dis-assemble 70% of these weapons for the purposes of storing energy (to be distributed to member nations in proportion to their size and economy). The other 30% will be held by the United Nations, to be used only in the event of a pressing emergency and a majority vote.
Article 3
If a rogue or radical organization should come into possession of nuclear weapons, all member nations will be required to offer 10% of their military forces and resources to the finding and eradication of this organization.
Article 4
All member nations are required to surrender access to all documents and files relating to the compliance or lack thereof of this resolution. An authority, the Nuclear Compliance Authority, shall be created whose primary function is to bring all member nations into compliance with this resolution.
Article 5
The United Nations has the right to amend this resolution as it sees fit so as to further preserve the sanctity of human life and the dedication to disarmament of all countries.

With the passing of this resolution we the members of the United Nations do take our stand to the disarmament of the world, with the hope that it will strengthen the cause of human rights and further the prevention of unnecessary wars.

I'll also recommend running your proposal through spell check as you've managed to misspell the word "the" twice.

First off, forcing UN members to give up their nuclear weapons directly contradicts Nuclear Armaments (http://forums.jolt.co.uk/showpost.php?p=9384768&postcount=110), written by yours truly. Secondly, giving the nukes to the UN would most likely be considered creating a UN military force, which is against the rules. And finally, your attempt to kick nations who fail to comply out of the UN is what we call a "Game Mechanics" violation.

Secondly, the only thing the UN votes on are resolutions, and since UN resolutions can only affect UN members, and must affect all UN members equally, any resolution that required the use of these nukes would in fact require that all UN member nations be nuked.

Of course, since the rest of the proposal is not legal, it's completely useless.

The United Nations has the right to amend this resolution as it sees fit so as to further preserve the sanctity of human life and the dedication to disarmament of all countries.Illegal, UN resolutions can't be amended, even if you give the UN the right to do so. (OOC: It's a limitation of the game's code, there's no way to program the effect an amendment will have on a nation.)

On top of all the reasons the esteemed delegate from Flibbleites mentioned there is the point that non-member nations bordering member nations are nuclear and are able to stockpile them, as deplorable as they are, they are required to assure strength, the entire premise of 109 (http://forums.jolt.co.uk/showpost.php?p=9384768&postcount=110)
