hereby bans all torture in future cases, barring any clear and present danger to a nation's citizens.
those currently being tortured may still be detained, but no longer tortured.

Now to be real.. Welcome to NSUN... we would suggest and I'm sure others will that you watch things here a while and see how things are done.. then when you think you have it come back and post your proposal here first as you have done... this will save you posting and it being found illegal and you getting a point off toward being banned for not following rules. Also watch out for the grammar and spell error folks... as they like things nice and neat in some order and properly written.
OH and not sure but believe one that covers this exists so it would be illegal to duplicate it or do anything to amend that one. If you see one that you want to change or add to then by rules must go repeal it first then submit a new proposal on the issue only after the repeal is passed. Amending is not legal at all.. and you can't rewrite and put one up until old one is struck down. Thus suggest you also look through the mess of passed and repealed resolutions to see if this is in them also to get an idea of how to do these.
