DEFINING that capital punishment refers to death penalty .

NOTING Article V of Resolution #26, “The Universal Bill of Rights,” which states that "All human beings must not be subjected to torture or to cruel or inhuman treatment or punishment.";

AWARE that capital punishment is a local decision, but inhuman execution is a violation of "The Universal Bill of Rights"

Article 1 -- Any executions that can cause severe pain are prohibited.

Article 2 -- Extreme supervision of the execution will be required.

Article 3 -- Violation of any of these Articles shall be held accountable by local laws.

I think the death penalty is another national-level issue, and there is already a game issue on the death penalty itself.

yes they do. but i commonly see people also brining up what if we execute the wrong person who needs to be executed.
i think prison for life may be worse than the death penalty cause it sounds worse to spend your entire existence in prison than just end it quckly with death.
