Mandatory HIV testing
I’m only a member of nation states for a couple of days, so I do not no all the rules for making a UN proposal and I would like to ask everyone for help. Firstly, I do not know in witch category this proposal belongs, and secondly I need help in formulating it so that it can be accepted in UN.
The gist of the proposal is the mandatory testing for HIV and hepatitis C, for all the pregnant women. This would provide better protection for the medical staff and also for the women themselves and there babies.
This sort of mandatory testing could also be applied on people who want to be married.
I don’t think this would in any way limit human rights of any individual and I believe it would greatly improve overall healthcare in UN.

Certainly not something I'd support. If anything, I would support the option being given to anyone, for that matter, for such testing, but mandatory? No, it shouldn't be forced upon anyone.

OOC: Hmm. I don't believe this'll fly with the general assembly, unfortunately. That aside, it's been said that the best thing to do is to find a category and write a proposal for it. Trying to shove a proposal into another category is often very difficult, it seems. The available categories are listed here (http://forums.jolt.co.uk/showthread.php?t=420465). Please, PLEASE work on it HERE in the forums, rather than just writing up something and submitting it. Doing so generates better legislation.

The main problem I have with this is that this virus might simply not exist in some places, like, for example, the Great Commonwealth. Of course, we're also born in cloning machinery, so we don't actually have pregnant women, which means it wouldn't matter to us if this passed. On the other hand, if it affected marrying couples, it would be a bother to test for a virus we can't catch or carry. This could improve life in a great deal of human nations, however, I suppose. I think we'd support a relatively lax proposal on this with provisions for not doing it. Hell, some nations might not even have the technology to do what you ask. But, uh... go for it. Couldn't really hurt to try, eh?"

This sounds like a Moral Decency proposal; the strength would depend on how strongly you worded it. For instance, "URGES nations to make HIV and Hepatitis C testing mandatory for all expectant women or people planning to marry" would be "Mild." "REQUIRES nations to yadda yadda yadda..." would be "Significant."
Although I doubt many in this assembly would see the pressing need for this legislation, and I would almost certainly not support it.
The thing is the most married couples do not go to HIV and / or hepatitis C or any other sexually transmitted disease testing because they “have faith in each other”.
In my country, these sorts of test are actually done to pregnant women, even though the government does not support them, and the results are alarming. A great number of women have some sort of disease that can be transmitted to children during birth or to medical staff, and they cause illness, disfiguration or death in children and / or mothers.
It would be nice if people were open about their health and if they took it seriously (i.e. go to tests themselves regularly), but they do not, so I do think this has to be mandatory. Someone can choose what to with his on life, but because of some bigotry to maim and / or kill a child?

I think it's a good idea, but one problem is the large group of people who are likely to object due to moral or privacy concerns. One way to make more people to agree would be to add an idea such as creating a organization dedicated to help AIDS and HIV patients and working to find a cure as a global community. At least, it can't hurt.
