Repeal "UN Space Consortium"

Description: UN Resolution #50: UN Space Consortium (Category: Free Trade; Strength: Significant) shall be struck out and rendered null and void.
Argument: RECOGNIZING the intent of Resolution #50 to assist the peaceful exploration and eventual colonization of the Earth's moon and further extraterrestrial bodies;
NOTING the relative defunct status of the UN Space Consortium;
FURTHER NOTING the existence of several stable nations on and below the surface of the moon, several of which it is noted have been admitted into the UN as full-fledged members in good standing;
ACKNOWLEDGES the right of sovereign nations on the moon to claim exclusive territorial rights on the moon on par with those similar rights utilized by terrestrial nations as part of their acknowledged sovereignty;
REPEALS UN Resolution #50, "UN Space Consortium."

Description: Whereas the nations of the world wish to unify their efforts at space exploration, and
Whereas, no nation can claim title to the Moon,
Let it be resolved, that an agency to be named the United Nations Space Consortium (hereafter referred to as “U.N.S.C.”) is hereby created. The purpose of the U.N.S.C. shall be to establish a permanent Lunar Base capable of furthering the exploration of space for knowledge and resources.
The U.N.S.C. shall be incorporated under the charter of the United Nations and entirely funded through the sale of stock to any desiring nation, regardless of their affiliation to the United Nations. Non-participating nations are free to pursue their own space objectives, but would not reap the rewards of the investors. No taxing authority shall be created by the passage of this resolution.
A Provisional Board of Directors (“Provisional Board”) shall be composed of a representative from each nation participating in the U.N.S.C. immediately following the passage of this resolution. The Provisional Board will then proceed to elect a permanent Board of Directors (“Board”). No sale of stock shall occur before the seating of the Board.
Full operational control, design, development, priorities, and administration will be assigned to the Board whose service will remain subject to the will of the stockholders, as provided for in the Articles of Incorporation.
Let the nations of the world move forward together to a new frontier.

Here is my primary argument:
The resolution as it stands effectively outlaws the territorial sovereignty of moon-based nations (such as mine). While there exists a certain body of legal precedent on otherwise-unclaimed territories on earth, this resolution places the moon under the legal jurisdiction of an international corporation to the detriment of nations seeking to extend normal territorial exclusivity to areas under their control.
Other arguments can be presented, such as the one cited in the repeal (the UNSC's relative defunct status, see the organization's NS Wiki article).
To the counter that this may place the moon in a situation of potential extra-legal exploitation in the form of a land-grab, I assert that the repeal includes the stipulation that territorial matters on the moon would be resolved in manners like those used on earth for territorial disputes.
I seek to garner approvals of this repeal so as to bring the issue before the general body of the NS UN.
