First, my apologies if this doesn't belong in this forum.
The question is this.
When a nation joins the UN, do they have to comply with resolutions that passed before they joined? This would also apply to nations who leave the UN to avoid the time when a resolution passes, and then rejoin after it does. Would these nations have to comply when they rejoin?
I am aware that from a purely game mechanics/national stats point of view the answer would be no, they don't have to comply. So, what I'm really asking is your opinion on what the IC convention is or should be.
