So, I being new here haven't the slightest idea how to draw up a resolution or proposal (What's the difference, anyhow?) so I am writing this in hopes some other, more experienced member of the U.N will help. Also, if something of this sort has been done, my apologies.

My proposal is that a commitee should be established with the purpose of sharing intelligence relating to terrorism or crime in other U.N nations. Nations would be required to submit any intelligence that relates to the safety of another country and it's citizens, so that the information can be passed on to the proper authority. Countries would not be asked to submit any other information than that which relates to others security. Information relating to others security would be defined as: Any information, intelligence etc. that relates directly terrorists/criminals in another country, a conspiracy to harm another country or its citizens terrorists/criminals, a conspiracy to break the laws of another country by terrorists/criminals, or any information regarding terrorist/criminal groups who have already commited these acts. I believe this would be beneficial because it would save lives and help quash crime and terrorism globally.

The International Criminal Police Information Network (ICPIN) (www.nationstates.net/page=UN_past_resolutions/start=210) already in place is enough, methinks.

A proposal is a suggestion. A successful resolution is a law. It's what a proposal becomes if a majority votes for it.

"Resolution" is also sometimes used in the RL sense of "the idea that's about to be voted on by this meeting", which is why it gets confusing. It's easier if you stick with "proposal" until the thing's been adopted.
