could someone give advice about posting proposals for the United Nations

I'd recommend that you post them on this forum first, so the fine folks here can help you refine your proposal text so that it is more likely to pass and be effective at what you want it to accomplish.
Once you have a draft, go to the UN page in the game and click on the Submit Proposal link.
You'll probably need to have a telegram campaign if you want your proposal to reach quorum.
