Easy. Just have the other UN nations in your region endorse you - if you get the most endorsements, you get to be delegate. If someone else beats you, eh, you'll just have to live with it. This is "democracy."

Just in case this worry's crossed your mind -- you don't have to be a UN delegate to post comments on UN debates. You don't even have to be a UN member nation.
