hear is a idea for a proposal tell me if you like it
name.un boyscouts
purpose.to teach todays youth (boys really) about nature, wildlife,camping,and other things wile teaching good leadership,discipline and other things to get boys ready for adulthood
realizes.that the government will have to open up parks for camping with low wildlife but boyscouts dont do all of camping in wildlife.
how it works.each country will have troops with a council and then each council will be lead by a supreme council in the un.
also realizes.that i didint use other scout stuf(girl scouts,cub scouts,ex)but if you want that wait for another Proposal.

First of all, this proposal fails at having a category.
Secondly, why does the UN need this? It's perfectly possible to get somebody ready for adulthood without tedious camping trips and such.

I disagree, the Environmental category states quite clearly, "A resolution to increase the quality of the world's environment, at the expense of industry." Pay close attention to the bolded part there, your proposal, if you can call that ramble of yours one, fails to affect industry in any way, shape or from. As a result it can not be classified as Environmental, and I find myself thinking that there is no correct category for this proposal.

We must disagree with Mr Flibble, in that from the description this is clearly an education resolution. We would however concur that much as we personally are in favour of teaching young people about nature, wildlife and camping, and do indeed sponsor a number of initiatives within Gobbannium which do precisely that, we fail to see the need for a UN-sponsored international organisation.
We would be grateful, however, if the delegate from German Zerabithea were to employ more capital letters in future, as they aid comprehension when used correctly.

I am afraid Staffsilvania would oppose your proposal (or more accurately your idea for a proposal) in it's currrent form, as Staffsilvania cannot tolerate the creation of a movement for boys only. Staffsilvania banned all forms of segregation in the early 1950s, and the Staffsilvanian people are fiercly proud of their desegragated society. They would not tolerate your "boy scouts" anymore than they would a "girls school" or "mens toilet".

I would propose this proposal be placed under the Education and Creativity category. Also to address the concern of Staffsilvania, try to create an International Scouting Organization for boy and girl youths.

World Scouting Act
Purpose: To instruct and train youth in the appreciation of nature and wildlife, proficiency in wilderness survival, respect for their nation and their countrymen as well as their fellow human being, leadership, and self-discipline.
Mandates:
1. That governments of nations of the UN will not bar Scouts from use of National Parks which permit camping by the general population.
2. That governments of nations of the UN will actively protect Scouting's freedom to exist and also every youth's freedom to join and maintain membership.
3. That no government of any nation of the UN pass any laws which impede or attack Scouting.
4. That this body enforce the above three conditions to the extent of its power to do so.
5. That this act shall apply to all Scouting Organisations including: the World Organisation of the Scout Movement, which includes Boy Scouts, Cub Scouts, Venture(or Explorer) Scouts, Rover Scouts, Sea Scouts, and Air Scouts; and the World Association of Girl Guides and Girl Scouts, which includes Guide Scouts and Girl Scouts.

This is a significant improvement, but the way it is currently phrased places Scouting movements (organisations whose nature is never defined) completely above the law in all regards. We recall a similar problem occurring during the final drafting of the most recent UN resolution concerning labour unions; perhaps a perusal of that resolution would assist the ambassador?
ETA: The proposal still lacks a category and strength/subcategory. We reluctantly note that this version looks significantly less like an Education proposal and closer to Human Rights. This is probably a retrograde step; scouting is much less defensible as a right, particularly on the international stage, than it is as an educational programme.
(boys really) You were doing okay until this comment was inserted. As the next thing you will say is females can't vote because they lack something needed to understand the process. Thus on behalf of the sisters out there I say go jump in a lake full of hungry gators... and get a close look at some of natures finest creatures.

ok then Human Rights it is and 2. the new version dose say girl scouts oh and also on the old one it says boy scouts BOY scouts
