So Star Trek movies have had their way with me.

Holodeck Safety
Category: Gun Control
Decision: Tighten

Defining a "holodeck" as any device that allows a living being to interact within a virtual event, usually for pleasure or related purposes;

Noting the propagation of holodecks in many UN nations;

Concerned that holodecks may not guarantee an individual's personal safety;

Hereby mandates that all holodecks in UN nations must be outfitted with Holodeck Safety Features;

Defines Holodeck Safety Features as programming within a holodeck that mitigates the effect of otherwise lethal weaponry;

Compensates any UN nation unable to outfit their holodecks with Holodeck Safety Features due to financial difficulties.

This resolution undermines national sovereignty and furthermore imposes needless costs on an industry that is in many nations still developing, thereby placing yet another obstacle in the path of developing industrial nations seeking to modernize. Offering financial assistance from the UN as a solution will in many cases require direct government subsidies to businesses, inviting corruption (businessman: "Yeah, I swear, the safety measures definitely cost that much. Yep, you'd better give us more money.") and will serve as an unnecessary drain on the UN budget.

Additionally, this resolution would remove one of the most humane ways to exterminate a human life (that is, through a simulation of the subject's choice) thereby undermining and reducing the quality of life of citizens in nations that allow the use of holodecks for capital punishment, euthanasia, and/or suicide.

Yeah, UNITED NATIONS RESOLUTION #4 states that
"The UN shall not be allowed to collect taxes directly from the citizens of any member state for any purpose."
From where will it achieve these funds for grant purposes? Or does it, indeed, recieve funding from some unknown third party?

Bahgum has a pigeon based internet you can use for a while if you like. It's ok, but the junkmail can become really difficult to feed after a while.
