A resolution to reduce barriers to free trade and commerce.

Description: UN Outer Merchant Fleet


Description: Recognizing the need to explore, to Presentation of planetary peace. shall be incorporated under the charter of the United Nations and entirely funded through the sale of stock to any desiring nation, regardless of their affiliation to the United Nations. this resolution will enforce and make a better protection for our Planet.

Non-participating nations are free to pursue their own space objectives, but would not reap the rewards of the investors. No taxing authority shall be created by the passage of this resolution.

A Provisional Board of Directors (“Provisional Board”) shall be composed of a representative from each nation participating in the U.N.O.M.F. immediately following the passage of this resolution. The Provisional Board will then proceed to elect a permanent Board of Directors (“Board”).

The Right To Bare Space Travel For those Nations that Would want it and the Right to commerce with those worlds that they find if any Acknowledging the needs of basic freedom for planet. the mean to explore the reaches of space, without scraping our nation resources. When we could unite our effort and spread the expenses of this venture among our member states. The benefits are far out weighing. including the possibilities to explore and maintain outer planetary base in which we could increase exportation to our world.

In an attempt to establish the mean to explore and export to our planet.

1. Defines, for the purpose of this resolution:
a) The term '' UN Outer Merchant Fleet '' as every member of the UN to be represented in a unified Organization.

b) legal space research Will be the scientific tests, experiments, or investigations conducted by any individual, institution or organization which has been given permission to perform such activities by competent authorities in accordance with standing UN legislation.

c) The Construction and maintaining of ships and personal (i) in area with sufficient space to allow the personal to easily work, and do all other duties safely. (ii) Ship and station will be build strong and safe, to ensure safety and to protect the personal from injury, physical suffering, and impairment of health.

2. Mandates that:
a) The UN Fleet should build a train center. And the HQ, should be place in the permanent Lunar Base which will carry out the exploration of space for knowledge and resources.

b) All public or social activities will come out of UN nation States. Like wise the benefits of this program will be given first to UN Nations and than to the rest of the world..

c) Activities conducted for the primary purpose of exploring the star system and export the resources found off the Planet. providing food for human or animal consumption.

d) Activities conducted legally will come from the direction of the UN counsel.

e) The destruction of a ship or objects, Will be reviewed by the UN counsel.

f) The wrongful destruction of an property will be compensated for by the Members that had conducted the wrong..

g) All personal involved in the lost if found not responsible for the lost.their family will be properly compensated.

3. Further encourages the adoption of policies and regulations to preserve the basic dignity of all UN members.

There are already quite a few NS nations, including some members of the NSUN, that are located in outer space...

than the need for such a merchant fleet, is needed. and is a valid point.
i try to put a well balance submission together. i dont think there is a flaw to it. but i could be wrong...

No real flaws other than not all member nations of the NSUN have space fleets so this would put strain on their nations.

Deep Space stuff is Future Tech and the Modern Tech nations would see this as the UN trying to force them to upgrade when they don't want to.

This is a deeply broken paragraph, grammatically speaking. More importantly I'm not sure that "incorporated under the charter of the United Nations" is a legally meaningful phrase, but we can let the lawyers argue over that one.

Is this legal under the UN committee rules? I know this isn't a committee, but in many ways it's a worse violation of what I think the spirit of that rule is.

This paragraph no verb. I understand that English isn't your first language (at least I hope it isn't), but I can't even work out what you're trying to do. The unintentional hilarity of the Right to Naked Space Travel makes it worth it, though. Also please bear in mind that some members of the UN are Star Empires, so not treading on their existing territories would be good.

Excuse me? A fleet is a collection of nations? I think not.

b) legal space research Will be the scientific tests, experiments, or investigations conducted by any individual, institution or organization which has been given permission to perform such activities by competent authorities in accordance with standing UN legislation.
Legal but irrelevant, if I understand it correctly. Defining a term and never using again is a singularly useless thing to do in a resolution.

c) The Construction and maintaining of ships and personal (i) in area with sufficient space to allow the personal to easily work, and do all other duties safely. (ii) Ship and station will be build strong and safe, to ensure safety and to protect the personal from injury, physical suffering, and impairment of health.
Er, what? How exactly is this a definition of anything? If I understand it right it belongs down with the other mandates.

I think you mean that the training centre will carry out exploration of space for knowledge and resources. If so, that's not a training centre. If not, I'd like to know what you did mean.

I seriously struggle to understand what the hell your point is here.

::muffled laughter:: You don't want this clause. Really you don't. If you need to get the General Assembly's direction for anything legal, you will cripple the whole thing. I'm not even sure what it is whose activities are in question, but it doesn't matter. It's a really bad idea.

And again, you don't want to do this. More to the point, I don't want to do this. There are better qualified people out there to do it, why waste time making us politicians the first port of call?

Reasonable enough. What if the wrongful destruction was conducted by a non-member state?

g) All personal involved in the lost if found not responsible for the lost.their family will be properly compensated.
Or more succinctly, the families of any personnel lost in the service of the UN Outer Merchant Fleet will be appropriately compensated. Good. Who will pay the compensation? Especially if no one is deemed to be at fault, so there's no member nation to pick on.

That's nice. Completely irrelevant to the Fleet, though, unless you're a lot more specific.

(OOC: I'm afraid I really can't work out enough of what you're trying to do to be much help fixing this. I don't want to sound nasty, but there are large chunks of this proposal where I can't figure out what you're trying to say. Would it help to describe what you want as an essay? You've clearly thought about it, and it's frustrating that I can't grasp your meaning.)

In case someone hasn't pointed this out already, plagiarising two resolutions (UN Space Consortium and Unnecessary Animal Cruelty) and pasting the sodden mass together is, like, really not a great start to a proposal.
