Noting that the borders of many nations' airspace remain unguarded by aircraft
Noting that aircraft can often enter and exit a nations airspace without being identified
Noting that this lack of security increases the risk of terrorist attack and other acts of war
Creates an Air Defense Identification Zone (ADIZ) around all nations borders
Noting that a nation's Air Force will be in charge of patrolling the ADIZ
Noting that the nation provide the necessary man power and equipment to patrol the ADIZ
Noting that all inbound traffic will follow the following procedures before passing through the ADIZ:
-Establish communications with a ground station 10nm before entering the ADIZ and state who they are, where they are, and what their intentions are
-Enter the code given to the aircraft by the ground station on the aircraft's transponder
-Remain in constant communication with the ground station
Noting that if an aircraft fails to follow these procedures it will be intercepted by the patrolling aircraft
Noting that the intercepting aircraft must attempt to establish communications with the inbound aircraft
Noting if verbal communication fails, the intercepting aircraft will attempt to establish communications using visual signals
Noting if the inbound aircraft fails to respond to both the verbal and visual signals, the interceptor can take any action deemed necessary to eliminate a threat to national security
