Gambling doesn't "Strength". It has either a "Outlaw" or "Legalize". Since this does neither, I'd assume it would actually be in a different category. Nonetheless, this is probably a Game Mechanics violation (messing with taxes).

UN Can't impose taxes upon civilians in a nation. That would be a game mechanics violation as Anonia said beforehand.
