It is considered polite to post a copy of the proposal in question into the thread. As it's only your second post, I'll be nice and post it for you:

Childhood obesity has become an increasingly severe epidemic globally. The currently affected individuals may not be able to change thus far, but there is hope for prevention for future generations. In order for this disease to be prevented, a number of things must occur:

1.) All manufactured food must be trans-fat free by law.

2.) Physical Activity Classes must be mandatory in schools, from age 5 to age 18. (Elementary school through the end of high school)

3.) Passing of additional Health and Wellness Education classes must be a graduation requirement from elementary school through high school years.

4.) These actions must be announced to the parents; Parental support is encouraged.

These measures will be reached through government funding and will be affected by every child currently in school at the start of the next school year. As this proposal is put into action, it will extend life expectancy, and eventually economic and environmental issues, as well as social issues.

Clauses #2 & #3 of your proposal contradict with clause #6 of the UN Educational Aid Act (http://forums.jolt.co.uk/showpost.php?p=11663193&postcount=172). Specifically, the bolded sections.
6. Entrusts nations with the right and responsibility to decide on the structure of their public education systems and the role of private institutions, mandatory, encouraged and prohibited subjects, skills and course elements in educational institutions, and the financing of educational programs, subject to previous UN legislation still in effect;
