I have some seriose problems with this proposal of mine. First of all I don't know which category is best for it. None of them seem to match. Here is what I've got so far. It isn't much thats why I want lots of suggestions.

Emergency Cloning Program

In the event that a countries population becomes dramaticaly or irreversably infertile I propose an international cloning program to stimulate such an unfortunate countries population. This program will be under the jurisdiction of a UN medical organization. It shall supply such a country with fertile clone citizens. When the clones have reached infancy they will be sent to these infertile countries to be raised by willing citizens as any other human being would be, as citizens of these countries. Where they will live ordinary peoples lives. No persecution. Full equality

This program shall not be used to:
1. Supply any countries military with soldiers or supply an international organization with members.
2. Provide a workforce to a country or organization.
3. Supply a perfectly fertile country with citizens they do not need.

This program will cease to supply a country with citizens when:
1. The national fertility returns by 70%.
2. Said country enslaves it's new citizens or denies them equal citizenship.

The wording is far too loopholed for me to support, even when you do find the proper grounding for it... Furthermore, it could take up to five to ten generations -- that is over one hundred years, at least, two hundred at /most/ -- for a program such as this to effectively return a country's populace to fertile conditions as far as breeding goes.

On other grounds, you're probably not going to find much support, even on a moral basis; many representatives will see this as 'playing God,' as it were, if you were to create generations upon generations of cloned citizens.

If you have a problem such as this, currently, I am sure there are other medical routes you can take, aside from cloning. I would recommend asking for help via the United Nations' health organizations concerning that.

Well, I can tell you why you can't figure out which category this should be. It's because there isn't one. This is why it's been said many times, pick the category first, then write the proposal to match.

I have some serious problems with your proposal myself. If my country is having population growth problems I would suspect a nice dinner, maybe some candlelight, a provocative outfit would fix the issue faster and definitely cheaper then kicking up the clone factories.

Or we would look to the reason our people are dying off faster than they are being born. Passing a law mandating that we can start whipping up some people to bolster the population numbers is preposterous.

Again, rather than fix the potential problems causing this infertility, you'd just rather go out and whip up some more people? Who will probably have the same problem of infertility?

Besides the extinction of races is the natural ebb and flow of the world.

Heh, If the menfolk of The Yellow Sea Islands have problems shooting blanks, then why is it the UN's concern?

And if you want your territory populated, just declare yourself a protectorate of Hirota and we'll make sure that there are lots of Hirotans keeping our colony...I mean your nation well populated. ;)

On a serious note, this doesn't fit a category, this it's illegal. What you might be able to do is take this down to the individual level, say that people have the right to medical treatment for infertility, and that'll work instead.

If you have no problem creating that class system in your country that's your business, but we in the USP have major problems with it.

With all due respect to the delgate from Yellow Sea Islands, it's neither the category nor the structure of this which is the glaring problem. It is the content which most of us are objecting to.

However if you wish to end debate I would suggest you delete the orginal post and replace it with that intention.

The Democratic Republic of Zyrwick will never support such hogwash. If the Peoples of The Yellow Sea Islands are having a problem with fertility, I imagine that Zyrwick, and a whole other host of nations could supply that area of the world with a fertile population, in short order. Can anyone say....Invasion? Hell we wouldn't even need to build infrastructure there as it would already exist.
