I'm currently having trouble voting in the UN how do I vote? I went to the proposal page and it has no option for me to vote and the voting deadline has passed.

Well, you're not a delegate so you can't approve proposals, and since there's no resolution up for vote nobody can vote on a resolution.

Let's make sure you understand the process. After a proposal has been drafted and the author thinks it's ready for the big time, he or she submits it for approval. It goes in the list on the Proposals page. The only people who can approve proposals are regional delegates.
If the proposal gets enough approvals by delegates, it gets put in the queue for voting. When its turn comes (right now, very quickly), then it becomes a resolution, gets displayed on the United Nations page and all UN member nations can vote on it.
So if you're not a delegate and there's no resolution up for vote, all you can do it engage in some recreational thumb-twiddling. We'd suggest spending some time reading the FAQ on the NS site and some of the information that's up at the top of this forum (the "stickied" stuff). ;)
Hope that helps.
