Draft: Natrual Disaster Vehicle Distrubutation

Purpose:

AWARE that in Laws that have been for the protection of people during Natrual Disasters, Vehicles for (If there are) Refugees that need to find shelter out of the city, or state, that NO refrence has been made to that behalf

RECONGNIZES that this will limit the number of vehicles (Flying and/or land) avalible to the Public use

FINDS a way to go around the most often "Costs to much money" idea that most UN proposels recieve

AWARDS Refugees with FREE cars, trucks, etc. for rental and FREE plane tickets

Article One:

In the Event that a Natrual Disaster occours, More than likely people would not be able to get around.

Example: Earthquake: Part of a buliding collapsed and fell on there car, Flood:there car has been washed away do to rushing waters, Landslide: there car has been totaled from a fall from higher land

In this situation, a Citizen would be able to Rent a car, or truck, to go and find shelter with a friend/family member up to 500 miles in either direction that the Disaster occured, also, If it is over 500 miles, they recieve a free plane ticket, that is limited to other refugees, and not the public. The Refugees would be flown into a red cross center, they would pick up a rental car, or stay there for having no lodging to stay at.
The cars, would be labeled with simple stickers, that cannot be removed unless with a device that the renter has, the sticker will say " REFUGEE FREE RENTAL CAR" This tells police, that they can check the car at any time.

Speaking of such, to achieve the Rental of a car, or plane ticket, the refugee
would have to submit a document (Water bill, insurence Etc.) That States that they do INFACT live at the area that the disaster happend, the Renter will make a copy of the document for them to keep, the Refugee will carry the document in there car, in case the police checks it, to make sure it is not stolen.

HOWEVER, altough most of my battle is argued, there is one limitation to Being able to recieve a rental car for free, or Plane ticket for free, A ACTIVE CRIMINAL BACKGROUND involving Stealing of any type, Illegal Sexual Events, or Illegal Immagration to the Country. They shall be taken in by the Red Cross and Transportated by the local police, or on a red cross bus, to there area that they request for lodging.

CITIZENS will be able to Have the free Rental up to 8 months after the release of the car was signed, if the car is reported stolen, or they do not have it for some reason, (unless in repair) the Refugee shall pay for the car.
8 months limit UNLESS they submit a document that states a LOGICAL reason to keep it, this complies with the common sense act, stating that if they say,
"Because i like the car" The car will be taken away from them, and if they refuse they will be fined A RESONABLE AMOUT OF CURRENCY depending on what they did. But if they submit a LOGICAL reason such as " The Apartments we stayed in burned down and we are still looking for a new place of lodging" they will be granted an extra 3-12 months on there vehicle.

Still, again, if an earthquake has demolished a town, who is going to spend time waiting for a background check? And how are they getting out of the area to a police station for said background check? The local station was probably leveled too.


Anyway, this needs a lot of work. This is more of a brainstorming session than an actual Proposal.

i thankyou for your points, but i would like to explain mine,

the first thing, we Do find a way around The cost of to much money, the UN
does not have to spend extra money on this issue, they just have to enforce it. Because they are RENTING cars from a local dealer, that is in a Safe place
where the disaster is meaning no harm to that area, it does not infect the UN'S budget.

2nd point, sorry about the spelling issues, i am not the World champion at spelling FYI.

3rd point, i believe i made a mistake when i said Other refugees and the public i believe in the redraft i will put Other refugees- People displased by the same natrual disaster and Public- those who are not harmed by the disaster and are attempting to fly for bussiness, lesuire, etc.

4th point, Most people do carry a insurence or social secruity card in a wallet or purse, a wallet is on the persons body, and they are more than likely to have it when they go to get the car or plane ticket

5th point the information on a criminal back ground should already be avalible to the public shouldnt it? thats a right to know if your neighbor is a criminal or not, or is that simply a bill that i need to submit?

While we applaud the intent behind this, the methods used to evacuate or transport natural disaster victims (which is what we think this draft is trying to address) is, in our estimation, not a matter that warrants international legislation. We respectfully suggest that our new colleagues from Talkia go back to the drawing board.
